How do you create my website so cheaply?
By keeping websites simple, without complicated background programming, you can keep the cost down.
I also use a range of free tools on the web to create websites, including free templates. Essentially all I charge for is my time in putting the site together for you, and then on-costs such as hosting and domain names if you want them.
